My sister is looking at booking 4/5 nites to NYC in Nov - the dates she is looking are 20-25 Nov or 27-02 Dec. Has anyone been at this time and is there a preferred date to go e.g. crowds / how busy will it be? I realise the latter date will fall over thanksgiving.

Find out when thanks giving weekend is, (it's in November and usually runs Thursday through to Sunday). Many, many Americans go home to be with family during this holiday and good deals can be found in hotels as they are quieter than usual.
I doubt you will find any budget deals over Thanksgiving or immediately after, it is the big start of the Christmas shopping season. Tourists flock to New York for the Thanksgiving Day Macy's Parade, and the decorations etc. 
Rates usually increase dramatically then.
