It depends on what you want, etc, cheap, middle or expensive? close to everything, family friendly. There are lots of hotels that claim to be close to Paphos centre but are not, they are a bus ride away.

Mid Range,hotel or apts, family orientated, close to the beach or beach on doorstep ( prefer latter) Not too far away from nightlife but far enough away as to not hear it later on.
Paphos or Coral Bay.

Of the places we have stayed in Paphos we liked the Kefalos Beach best. It is situated on the coast just off the Tomb of the Kings road. You can walk into Paphos along the coast in the day, but it is not lit at night. The beach here is rocky, if you want sand you would be better off in Coral Bay.
