The current target (probably a 'moveable feast', like the previous targets) for Bulgaria to adopt the Euro appears to be 2012, according to Bulgarian Finance Minister, Plamen Oresharski, in this report.

Shouldn't be a problem for ATM withdrawals (apart from the charges which your card issuer is almost certain to make) but card payments (especially with non-Bulgarian issued cards) for goods/services are generally not accepted. Can't help on availability of ATMs in Elenite but you'll certainly find some in Sunny Beach, Nesebar & Burgas.

Postbank-operated ATMs are the only ones which I have found not to accept UK issuers' cards.

I almost exclusively use my Nationwide Flex A/C Debit Card to withdraw cash from Bulgarian ATMs, as Nationwide give the interbank rate with no charges for withdrawals abroad, unlike the vast majority of UK card issuers - see table of charges at the bottom of this page & remember that, in most cases, both the currency conversion charge AND cash withdrawal fee will apply to each withdrawal.
