On skyscanner.net you can select the country and then all airports, or the country and a specific airport to leave from. You can the select a destination country and all airports, or a specific airport. You can select specific dates or whole months.

I'm not sure if it shows every single flight though. A few months ago Ryanair stopped skyscanner from showing their flights, although that decision has thankfully now been reversed, so it is possible other airlines have done the same. Louise
