one of the cheapest i can think of would be Teneriffe or Costa Brava flying from stanstead [budget flights] self catering can be found for around £200/£250 each transfers/insurance etc extra
For caravans look at companies like vacansoleil, who tend to be cheaper than eurocamp and canvas etc.

Lots of lovely beaches so you dont have to worry too much about the sun bed fights.
IMHO wherever you go in August, you will get some level of sunbed problems, unless you hire a private villa.
If you want more lively you could try Albuferia - Old Town.
If you dont fancy Portugal, how about Majorca or Ibiza. Minorca would probably be too quiet for a 20 and 16 year old. Not sure on specific resorts in Majorca or Ibiza for your particular family profile, but you could ask on here on their respective Forums.

why not have a look at turkey ,thomas cook are doing good deals the now . try gumbet, marmaris,icemeler,olu dienz and there are many more , the weather is really hot ,the beaches are lovely the food is cheap to eat out, there are a few different people you can go with go to the turkey forum ask anything and you will get all the help you need even find you a good deal.
If you want a week in August, go for the last week. It tends to be cheaper then, because early August is more popular.
Ive just checked a screen scraper and 4 flights to Malaga going on 17th August are just over 500 pounds (easyjet) 4 flights to Dalaman on 17th August 1,100 (TC) . All of these are Ex-London elsewhere will be more.
Can't see how the Turkey option leaves any money for accommodation for 4 adults, unless cheap flights can be sourced from somewhere.
i totally agree with you chris, flights to turkey this year are very high, unless there are any last min deals on the horizon
Perhaps if the OP is interested in Turkey, a really cheap package might be better, but I am not sure if there are any in August. I think there is one company that do really cheap packages but can't remember their name Gold something, but unfortunately they dont seem to get good press. I suppose Portland might be good to check out as well. I have heard some people book the package to get the flight cheaper than booking flights direct and then book their own accommodation. But dont know if thats a goer in these credit crunchy times.
IMHO, you will really struggle to find any sort of holiday for 4 in Aug for £1000. This time last year, you would have found a few but the prices have shot up this year. I'm not saying you won't get anything but you will probably have to look long and hard. Good Luck!
How about one of the Euro camp places in the south of france? Driving down would save a lot of cash.
goldtrail is the co you are trying to remember , which can get lots of complaints, the other co thats fairly good is h4u
but i think if you are wanting a cheap holiday abroad, unless you get some budget flights and cheap accommodation you might struggle, unless any last min deal become available june/july time for aug, with the credit crunch this year no one knows what will happen re last min deals, tricky to know what to do
or as a few have mentioned euro camps might be an option.
easy jet had some flights to turkey from manchester a few weeks back to turkey for £75 return shame , so it might be worth having a good look around on somewhere like flight scanner to see what flights are coming up reasonable as the key to getting a cheap diy is the flight prices . good luck

I really don't think you can afford to be fussy with a budget of £1000 for 4. We usually have no option but to pay that for just me & hubby in the school holidays( I work in a school ) & that would be for SC. I would be very interested to see what you find in your budget. Would you please come back & tell us
