I think you'll struggle to fill 2 weeks without driving around a lot.

Ludlow's main claim to fame is food. High quality with prices to match. They have an annual food festival which was always in September but this year is in May (weekend after the election I think).

Severn Valley Railway from either Bridgnorth or Bewdley. B'north the better option and a nice town.
