Not much help but the the monsoon is not as romantic as it sounds. It's hot, wet and lots of the places are closed, not many "girlies" to chase as they will be mostly at home in Europe and the Indian ones who will be there are not for chasing.
Lots of places of entertainment, except a couple of discos will not be open, mostly restaurants and a few bars. Beach shacks will be scarce at that time of year.
Wait a couple of months and your choices will be far more.

The other thing to add is that you will have to take scheduled flights via Mumbai or Doha as the chartered flights don't start until November.

The beaches will be open but there will be few people on them and very few, if any Europeans. There will be no shacks constructed for your visit in September.

:think Not a good month for drinking, socialising or chasing girlies!

Could you not go in-season from Nov-April?

Goa really may not be the place for you.

Try Thailand and in particular Pattaya. For what you seem to be looking for it would be perfect.

Goa from November to April for a chilled out holiday.

Thailand all year round for well.............. whatever you want really.
