http://www.victoriacourts.com/. When we got to the apartment, it was very basic and nothing like washing up liquid, toilet roll or cleaning cloths were provided. The furniture and beds were quite shabby and the shower in the bathroom was defunct. On one occasion, there was a power cut and we got trapped in the lift!! However, it's a great location (close to Sliema and St Julians) and very quiet. If you work on the principle that you'll be out most of the time, it's adequate. There's a "famous" pub just down the hill, the City Of London (see http://www.cityoflondonmalta.com/) and a lot of good restaurants within walking distance.
We went to Malta in October 2003. We booked an apartment via the internet at I went to these appartments for 2 weeks in Nov/Dec with my mother.

When you arrive there is milk, juice, bread, butter, meat, tea, coffee and suger provided at no extra cost. These appartments are very well maintained and have just about evrything you may need, there is a washing machine, mop, broom, iron/board etc etc. Appartments are cleaned and bedding/towels are changed weekly. We had 2 front balconies and a large rear balcony/patio with furniture. If you want to sit out in the sun request a top floor app. Taxi transfer from airport is available. We are going to Malta again in March but have already booked at the Gillieru Hotel. St Pauls Bay. Also highly recommended, but will certainly book for The clock place again.
Not sure what price range you are looking for but the Mavina Aparthotel in Qawra in basic but great value for money and clean. It is very close to all bars etc. but not too much noise. Another place is the Karanne Aparthotel in St. Pauls Bay, it is a better in standard (4* by Malta standards) and the staff are friendly. Not to far from the seafront.
