Aren't they moving flights/airlines over bit by bit ? To settle everything in over a period of time , perhaps it's learning lessons from T5 opening .

Yes it is spread over a period of time before full occupation of the new T2. Ultimately it will be the home for Star Alliance carriers...(where SkyTeam tend to be around T4 and One World (incl BA) at T5.
Long awaited and will probably encourage travellers to use Star Alliance over OW or at least compare products more so now.
