As for the booking - assuming you have booked with a Tour Operator here in the UK then the rules are very simple. They will only talk with the *Lead name* or action Cancellations or Amendments of any kind with them so really he is stuck.
You can remove either him or his daughter from the holiday, change the names for example or cancel it.
Any refunds due would be made to the card used when booking, at the same time any cancellation charges would be claimed from the Lead Passenger.
Legally, Trips will be refunded on the card holder or the person who arranged the trip.
