if you booked with portland direct over the phone then the call can be traced with the whole recording - 90 percent of the calls are recorded.
portland use a system called tracs to confirm bookings and low deposit prompts would appear at the time of confirming so the agent has either missed out the information to you over the phone or you have not understood what the agent has said.
when you book a low deposit holiday all insurances booked with the holiday MUST go through as full quoted payment at time of booking. any agent who is good thorough with their customer service would usually tell the client how much the insurance is.
I made use of the telephone recording facility once to win an argument my son and his friends were having with the tour operator with whom they'd booked over the phone.
Can't recall it was Portland but after much searching they could not access the recording (said the tape had been overwritten - yeah!) and hence could not substantiate their claims.
Follow Scotlad's advice and request a transcript copy. The other possibility lies in ignoring their requests whereupon they would need to take legal action against you and presumably prove that they had in fact informed you of the low deposit scheme.
Alternatively, call Ros Fernihough on 01922 621114 for legal advice. I'm always suggesting her name/company - I don't work for her - she recently won my dispute with a tour op.
