I would advise your friend that if he is getting this hotel very cheap it will most probably be of a poor standard.
I had the misfortune of staying in a terrible hotel in SB a few years back and although i never let it spoil my holiday,I spent all day away from the hotel.Only returning to sleep.
Paying a wee bit extra is well worth it in SB.
Some of the cheaper hotels should be demolished out there,they really are that bad.The food in ours was verging on poison!!
I really loved Bulgaria and have been back since,but stayed in a 5* hotel which really made the holiday.
So in my opinion it is well worth paying that little extra for a quality hotel when visiting Bulgaria.

the regatta is sited in front of the sever/yug.i think it was renamed from the yassen 3 or 4 years ago.we passed it each day on our way to the beach or the town.it looked very nice from the outside.with a pool /bar/restaraunt in the gardens.they had the usual singer on each evening. there is still a yassen but it is the old 2 star annex of the previous hotel.they do a great pizza.
