Hotel meals in Bulgaria are generally reported as being less than wonderful so, on an all-inclusive basis, you may end up paying for food that you don't like.
I would tend to opt for Bed & Breakfast or self-catering, as there are so many varied & cheap restaurants & bars in the resorts that you are bound to find meals that suit your palate.

ON the whole I would agree with Baldur. However, regardless of which meal option you decide on you'll need to pick accommodation that isn't overly cheap in order to get basic cleanliness and service. You hear of so many horror stories of people going to Bulgaria on the cheap i.e choosing accom that is below 3star. We went all inclusive last year to a Riu hotel, the reason being that id didn't cost us much more than half board in the not so upper class hotels. We had fab food for the whole fortnight and we even sampled the local restaurants on a couple of occasions (it was a shame not to) as the ai packaage was so reasonable we didn't have to watch our pennies.
B&B all the way in Bulgaria.
