As I understand it, all states which accede to the EU have to operate under the ERM (Exchange Rate Mechanism) satisfactorily for 2 years before being able to adopt the Euro as their national currency.
The Deputy Governor of the Bulgarian National Bank (in a speech) has indicated 2009/2010 as the date for the Euro replacing the Lev, but this will probably depend on whether Bulgaria is successful in joining the EU in 2007.
