I'm not sure that they are no allowed in hand baggage on flights originating from Spain. UK airports have much stricter security than other countries - the security threat is greater to the UK than for many other countries.
I don't think that it is a case of security being a joke in Spain it's just that their risk level is less.

Valencia Airport on Monday was very tight on security and confiscating liquids etc from peoples hand luggage
Everyone in front of us had their bottles of water confiscated. It seems that the no-liquids rule does stand in jerez also. As I said this wasn't just a small bottle of shampoo, but all toiletries and scissors etc that managed not to be shown on the screen
