I think you only have a couple of options available to you as most of the all-inclusive properties only have the usual hotel bedrooms.

You have the Villamarina Club in Salou old town, they have a hotel block and an apartment block just down the road. You would need to email the hotel directly as they don't seem to advertise the apartments, not sure why but they definately do have some.

Your other option which is located in La Pineda (5 miles from Salou) is the Estival Park:

These are the only options I can think of.

Just to let you know the Villamarina do not let you book the apartments but allocate them on arrival if the hotel is full. I believe that sometimes you can ask for them when you get there but don't know how lucky you would be.

ok just to update you they are now advertising their appartments on their facebook page so you may be able to book these when you e-mail for your prices.
