both are lovely complexs.
Both are mostly private owned or timeshare if i'm right.
I've had friends who have stayed at Garden City and it is a lovely complex. In a great location.

Club Atlantis is a 5 min walk from Garden City and is over looking the harbour at Puerto colon.
This complex is at the bottom of a steep hill. Just warning you.

Heres a couple of reviews on the Garden City Complex
Going back to Garden City in September (6th visit in 2 years) couldn't imagine staying anywhere else. Brilliant location.
myself my partner and our four year old son,went to my sister in laws apparment for the first time in oct 05 and again this year june till july,its fantastic two pools one with a poolside bar,and a quieter one,its close to a large supermarket,and on the front are some good quality resonably priced bars and resteraunts "marios" is our favourite,were going back in november this year and then june next year we love it that much,in two or so years were hoping to move there permanently!!!
i live in garden city....... as already mentioned, its in a great location, and very nice... my only gripe is the afternoon bingo in the pool bar when im on my afternoon siesta

Brilliant location
But if you go I would advise you to book a private apartment which will have superior facilities, as you will have to pay for some extras if you book one of the timeshares, eg safes for example, plus the private apartments will have a higher standard of furnishings/fridges/DVD players (useful if you have children for an hour or two while you are having a tipple on the balcony!)
We stayed in both and found a big difference.
