I think that the Ports will be closed based on when I went to Maderia a few years ago and it was a Public Holiday Monday and only a few tourist shops and cafe's etc were opem.
I did a cruise in October and it was the Feast of All Saints 1st November and I was in Valencia and everything was shut. What a shock as I would never have thought that it would be a Public Holiday. Taxi's etc will do business but as far as shopping etc goes not bank on it.

I think almost everything will be closed. We went there one Easter, and also around the Med. A lot of people on the ship seemed positive that shops and business' would open up if a few ships were in port, but they were wrong. On our cruise we docked Good Friday, Easter Day and Easter Monday. We sailed on Thursday then Saturday and Tuesday were sea days. The cruise director was making jokes about it being a 'husbands' cruise because we were nearly half way through the cruise and the women couldn't go ashore to do any shopping. I don't think ANYONE was amused.
