Depends on the chemist and depends what your after, but in general yes.

I always used to buy sleeping tablets in Thailand over the counter, like you do in Goa, but in the last couple of years I have found they are not easily available in a lot of the chemists like Watsons and Boots, but for example I found an older looking more traditional chemist in Hua Hin and the elderly man got some out from under the counter , so I would look for an older chemists shop.

Just a thought but sleeping on long haul - especially sleeping tablet induced - increases your risk of DVT.
