As a Post script
My BIL went a year after us and REFUSED to dive as he felt it wasn't safe enough (big suprise as he is known to Z dive at times)
A little late so apologies. I last dived in the Dom Rep in March 2003. Here's are the videos I produced from my 10 dives:

I dived with Neptuno Diving Centre in Juan Dolio on the southern coast (Caribbean Side). Visibility was restricted, about 20m most days but down to less than 10 depending on the current strength. I found the diving standards to be excellent. The marine life in the north isn't at spectacular as the south, but there's still plenty to see. Over-fishing is a problem as with most of the caribbean, but the Dom Rep is one of the under-rated diving destinations in that area. The south coast is definately the better bet.
