Most people seem to dress quite casual when i was there last year , My friend wore short skirts most of the time and didn't really have any problems (i don't have the legs anymore), only had a few stares from the Indians on holiday (we went the end of April). I would be suprised if you had any problems. Only problem I would expect would be bites from the mosquitoes.
I have found that people seem to dress in whatever makes them feel comfortable at the time. However, I think that if I went to somewhere like the Delhi Darbar in Panjim, I would dress up a bit as I have heard that it is a bit swish.
No probs in the Delhi Darbar, skirts / t-shirts, 'smart' shorts whatever, (no vests though !! - on men). Only place to avoid with skirts on are places of worship,you will not be admitted or will be offered a sarong to cover up.
Just come back on Sunday....wear what is comfortable but watch the shoes...they will get ruined in the dust and rubble!
I don't tend to wear short skirts at night as I like to keep my legs away from the mosquitos. I only take cropped trousers though as the red dust does tend will stain them.
Definitely leave the stilettos at home though, the roads in North Goa aren't really made for them.
