Forget the cash passport mate,what a rip off.
We loaded £1,000 cost us £1020 ------- 2% loading charge = £20
Atm machine card in resort £1.50p a time
Less exchange rate than given on street.

Example
Used in Goa once / to try out.
Used in Turkey last year-------- £1.50 atm charge everytime.
Exchange rate given by atm during holiday 2.18 & 2.19 Turkish Lira.
The rate in resort for £ sterling was 2.35 T/Lira,so got ripped off.
You are charged everytime you load your card up 2%, a minimum of £3.

You can load a cash passport up with Euros,USA $, Aus $,S.African Rand,
for no load fee.
But will still be charged a atm fee each time.
My advice is get a few levs here,take £sterling, get a safety deposit box,
in hotel,you need one anyway for your passport/flight tickets etc.
