I prefer Gambia...but with a 3 year old I would probably say Tunisia.
We went to Port el Kantou (sp) in Tunisia which is one of the nicer resorts in Tunisia.
IMO I would avoid Sousse with a small child.

I think you might find the Gambia to be too hot for such a young child - it could be 35 degrees or more. It is nearer the Equator as well so the sun is stronger.
