Yes I would agree with that, there are ramps next to any stairs and the hotel grounds are mostly flat. There is a decent path along the coast which will take you towards Playa Blanca... though I believe this turns to dirty track as you reach the harbour for a short length, but you could divert and walk along the pavement next to the road.
