I am planning to set up an inbound travel agent in the UK. So basically, my main partners from Vietnam tourist companies ( customers booked their own flight ticket by themselves ) our side just handle accommodations ,coaches and itineraries for the group when they arrived to the UK-- ( the group just travel inside the UK mainland), But I do have a problem that I/the company need to issue a invitation letter to support to the customer's visa applications when they are going to apply a visa to UK. So my question is when I registered a company in the UK as travel agency do I need any licenses or have to join to any tourism Organization to able to issue that INVITATION LETTER ?

If the "visitor" books their own flights then you are not a travel agent. If you arrange accommodation and arrange/organise itineraries then you are a facilitator. When it comes to issuing an invitation the question of nationality arises. If you are not a British citizen then you cannot legally issue an invitation for Visa purposes.
I think you need specialist/legal advice from within the trade. Perhaps an approach to ABTA initially would be the best route, they should be able to point you in the right direction
