Infants hand luggage

hi, im off to egypt in september with my partner and 18 month old, she is not entitled to any luggage but me and my partner have 20kg each so it is not a problem...but its says she has no hand luggage either but i recently heard this had changed and they do. I am flying with thomson, does anyone know if she will get any?
