There is an area of Menorca called S'Algar. This is a purpose built resort not too far from Mahon. It consists of 2 hotels, 3 different low rise apartment blocks, and these are all interspersed with large villas for hire. Its a bit like a large holiday village. For such a large party you might all be able to all be near each other whilst choosing seperate types of accommodation. The only real downside is that there is no beach that is in walkable distance as far as I am aware, but it might be worth checking out. There is a S'algar website.
