Maastricht is only just in the Netherlands in the bottom right bit that sticks into Belgium. For flights, Brussels is as easy as Amsterdam and you might find a fare to Dusseldorf (DUS) that justifies the extra messing about on trains. If you could get to Stansted there is the option of Ryanair who fly to Weeze (which they also call Dusseldorf) at sometimes very low fares. Weeze is in fact right on the Dutch border along way from Dusseldorf.
It is also very easy to get there by train. There is a regular direct intercity service from Brussels which links with Eurostar from London. Through fares to Brussels are available from most main stations in Britain and these tickets are usually marked "any station in Belgium" so get you to within sight of Maastricht. Depending on where you live and allowing for messing about at airports this could be faster than flying.
Best driving options are either via Harwick - Hoek van Holland or Ramsgate -Oostende ferries or Eurotunnel to Calais although the extra driving there negates the faster crossing.
Maastricht tourist office is at http://www.vvv-maastricht.eu/home.html?lang=2 , the nearby town of Valkenburg can be cheaper for hotels but their website doesn't seem to be working.
update: since last week Eurostar no longer give the automatic free "any Belgian station" add on.
