However it looks like non-residents may be able to benefit from a Tallanja card. It is just hidden in the T&C.
Have an email in to transport malta (and a couple of MEP's - just in case!) for clarification

Lets just say if non-residents cannot get a Tallanja card we are in a similar but worse situation than with the original Arriva Fares.
