My advice is:
Don't hire at the airport or through your rep
Stick to a reputable company. ie Europcar or Avis
There are a few good car hire firms, but you'll need to ask advice from people in your resort. Plenty of people have been ripped off so just be careful.

We used them in Mallorca and they were great - really cheap compared to all the other companies.
We got a brand new VW Golf 1.9 TDI for 12 days for £195 which included a full tank of fuel.
They do a few areas in Menorca so you should have no problem..
