what would be a benefit would be an easing of the hassle in getting a visa. i.e. a simple entry tax , such as the £10 visa as in Turkey.
I am not too sure that MOST countries do not charge a visa, many disguise this as an entry or departure tax and as such still manage to get our money.
As far as discouraging foreigners from buying property in India, a simpler method would be to simply make it illegal for non-nationals to own property!
As as for discouraging tourists I doubt that it would have a big effect as the majority of tourists only go for 2-3 weeks at a time.

I believe that the visa should be increased to a cost of £100 and and only be valid for 10 days, thus making it neccessary to purchase two for a 14
day holiday and should only be available at the port of entry (Dabolim) between the hours of 10.00-- 11.00am, providing that the applicants are accompanied by both grandparents.
