We were in Palm Springs two years ago and there was a parking garage downtown with plenty of space to park. When we were there it was free but I couldn't confirm if that was still the case. We stayed about 5 mins drive out of downtown and drove in each night.

There were also parking lots behind some of the shops and restaurants on the main street, again these were free.
