Hi we stayed here two years ago, and I seem to remember that there were stairs up to it, because the night we arrived I had to help 3 elderly ladies with there luggage, but as suggested you could always ask the hotel.
Yes, there are some stairs leading up to the door. It is a nice hotel in a lovely position on a level stretch of promenade, so I would do as jojouk suggested and check with the hotel, they may by able to offer a ramp or a side entrance. Also the lifts are quite small, I would ask if the door is wide enough for a wheelchair. The phone numbers have changed,

No trouble jojouk, all the numbers were changed about a year or two ago. If you ever need to find a phone number for Malta check the directory enquiries on the Maltacom site, they also have a reverse search facility if you have a phone number and want to find the address.
