We are booking a small car via AVIS or Hertz (because we want to use our AMEX points and only have enough for a small car)
What are the chances of having an upgrade in July?
Do you think we can count on having a larger car if we are willing to pay a bit extra when we arrive?
We have two small children and some luggage, so its rather important....

Personally, I would say its very unlikely. In a busy holiday period when schools out, cars are heavily booked and there are very few to spare. I would not rely on getting an upgrade in July.
