Try http://www.skyscanner.net to identify the cheapest flights;once identified,check the particular airline's website to see if they are cheaper than quoted on skyscanner.You'll have to run three separate searches so you can compare costs from each airport.
For accommodation, some airlines have special deals on, or, you could try sites such as WSH Travel, Travelrepublic or Alpharooms.

P.S. If you intend to build the holiday yourself, don't forget that you'll have to arrange your transfers between airport and resort.

Flights to the Canaries during school hols will cost around £800 for 4.
The cheapest option would probably be the Algarve / Faro and its still warm at that time of year. Jet2.com Man - Far 25/10 - 01/11 total £477.

A good hotel should cost about £250 with freedomdirect / travelrepublic/ findmeaccom etc and transfer would be about £35 return

Just saw your post now - 4 people, 1week, End October, Cost Limit £900 (€1200 approx).

I don't think you'll have much trouble arranging cheap flights through Easyjet, Monarch, Ryanair etc

Decide on your destination Canaries, Costas etc - Reasonable priced apartment accommodation can be sought on this site

Even hire a car through http://www.economycarhire.com

You'll have a lot of change from £900.00

Just did a quick check on Easyjet from Manchester to Alicante and back - 4 adults leaving 31st October returning 6th November - Total cost £420.00

Apartments on coast near Alicante can be rented for about £230.00 for the week - but, don't confine yourself to just Alicante Region as there's Murcia and Almeria regions down the motorway.

Car hire will be around £100.00.

Above was done in 2 minutes, I believe there are far cheaper options available through Ryanair.

For flights, check the scanners as Sagres suggests but take a note of who they are searching, you may be missing out on some airlines that you have to search direct.

For accommodation a lot of people say Travel republic are good. Never used them personally, I always use either Alpharooms or more often http://www.wshtravel.com (for the loyalty discount). If you dont qualify for the discount, they have an offer on the homepage at the moment, 6% off for telephone bookings.

For transfers http://www.shuttledirect.com have never done us wrong!
