I am sure the Strand is in the Ferries area of Sliema and the Plaza Regency is on Tower Road on the way to St Julians.
Hubby says it would take about 20-30 mins to walk it depending on how quick/slow you walk

I lived on the strand in sliema years ago and unless you are talking about somewhere different, it is almost opposite the manoel island bridge.
