Sunshine and showers. Some shacks will be open on the busier beaches (Calangute, Baga, etc). More remote beaches will still be very quiet.
Some restaurants will be open, others will be opening every day. It's a nice time of year as it is still quiet, but there is still enough going on.

I've been from mid-October for the last two years. Arrived on 16th October last year, had a tiny bit of rain the first day, lots of rain the day before I came home (3rd November), first time for me seeing so much rain there, but in between in was lovely. I took my mum that trip, she enjoyed it as it was not so busy.

Hardly any shacks open at the Baga end, in fact hardly not many had been built, but Boscos, Xaviers, and a couple more were open near CSM Road. As I left (on 3rd November) Squeeze shack and others nearby were actually being built.

As PhilinGoa says, quite a few restaurants were open, we went frequently to All Spice, Starlight, East Meets West, O'Pescadors, unfortunately Tibetan Kitchen wasn't open yet. Ingos Market hadn't got going but the Wednesday Anjuna market started up the second week we were there (I think!)

I'm there from 16th October until 3rd November this year, all alone this time, and I can't wait ...!!

Everywhere is just getting ready for the season now so when you arrive most places will be open, the only place open on Candolim beach road is Teama bar and on the main road mango grove and Cactus is open, Cactus has been open all through monsoon, still a little bit of rain around and people are saying it is not going to go quickly, but there again if the bars are open you will be undercover!!!.
