The mods/admin "bump" the Welcome topic when they have read all the new posts since the last time the marker topic was bumped.

I can assure you there are new posts from the last time it was bumped, otherwise there would be no point in moving it. However there may not be new posts since the last time you checked it.

we get this question quite often from new members....
each forum has a welcome to post which members can not post on, this is a marker post, when the forum has been checked by the designated Mod or in their absence another Mod/Admin the post is moved, that way another mod/admin knows it has been checked and doesn't have to do it again, [it's to make our life a little easer]
