It would be impossible for anyone to advise you without more details.
Just as in the UK, schools in Bulgaria are managed differently, ranging from state, municipality, religious and private-sector organisations. Any meaningful advice would be dependant upon the type of school attended, e.g. an English language school would almost certainly be privately run and would naturally attract fees.
<Edit> As we pay for our kids' education via taxation in this country, it's odd that someone would expect not to have to pay similarly in another country - it's also odd that someone considering moving to a different country with a child/children of school-age wouldn't have found out this sort of information at the planning stage.
