Just guessing here, but I would think that Save would mean that you save it for later, perhaps because you want to add something. Submit means that you post it to the forum.

Yes under the new system you can store drafts of posts and private messages for editing at a later date beore posting. this is the save option.

Submit puts it straight on the server...The other two speak for themselves and are the same as the previous software.
