Is that the old Regent Cha-Am? If so, it's relatively quiet and relaxed, with not too much nearby, but it's easy and cheap to get into Hua Hin. Beach was quiet, can be rough, and full of jellyfish, but I think you're OK in February. It's so popular i'm sure someone who has been more recently than me (5 years ago?) can advise.

Kanchanaburi- you must see the Bridge over the River Kwai
You could try the beach resort of Ch'am proper, near the Methavalai hotel, lots of local restaurants geared up for the Thai market so food is good. Can't make any recommendations as its many a year since I've been (glad to see the Methavalai hotel is still going...the first ever Thai beach hotel I visited).
