I have Tesco PAYG and I belive that is supplied by Virgin. I could text but not ring from it in Goa

yes both texting and phone works on a virgin sim in Goa but you wont get your free minutes they are only for use at home you will pay the roaming price for calls and texts

Making a Call 120p per minute
Receiving a Call 50p per minute
Sending a Text Message 25p
Sending a Picture Message 30p

By far the cheapest way is to take with you a photocopy of your passport, visa & a passport photo and buy an Indian sim card (I use Airtel) which you can then top up as required - the cost of calls seemed very low, in particular a text message to the UK cost Rs 5 (6 pence - compared with vodafone at about 75 pence).
