I can only speak as I find in Australia and perhaps our payment and voucher system is different to yours in the UK and I'm willing to except that.
However, it is commonplace for Australians to buy a package which includes airfare and a few nights in a 'lead in' cheapie hotel as the airfare is considerably cheaper this way.
What some people do is buy the package at minimum nights at the cheapest hotel but don't stay there (Airlines from Australia allow this) They then arrange their own accommodation direct with their hotel.
It is always recommended that the vouchers are handed over to the 'lead in' hotel .... otherwise, they won't get paid paid from the wholesaler... and only fair.
I was willing to take that chance with the Griya Santrian knowing this. Perhaps if they had been paid prior to our arrival they would have let us walk away leaving us with a fight with our travel agent and wholesaler.

Yes very common, but more so to Thailand / Malaysia as we have many more airlines flying to Thailand, so I suppose it's the opposite for you.
It works well for Thai & Cathay to Bali, but Malaysian Airlines need 100% of accommodation to be pre-booked, and Singapore Airlines & Qatar have scrapped IT fares.
And as for Qantas.... advertising 'specials' to Bali for £1009 today! God bless fuel surcharges... You'd be mad to fly with them, anyway, they are dumping their sporadic Singapore - Bali flights I gather.
Bali's not a cheap place to get to anymore from the UK. Bring back Garuda! Apparently it's safe for you Aussies, but too dangerous for us pommies...
Ah! Garuda... I wouldn't fly with them for a gold clock and a pension. To me they give the illusion/feeling of safety because their cabin crew smiles at them. Having said that I love Thai Airways for that very reason.
Interestingly QANTAS has stopped flying to Bali from most of our capital cities and shortly this will include include Perth WA. For us in Melbourne we have two choices of direct flights to Bali with either Garuda or Jetstar. Jetstar is QANTAS's low cost airline (and nowt cheap about their airfares) Failing that we can fly Malaysian Airlines to KL and double back to Denpasar, or SIA to Singapore and again double back to Denpasar.
I think (not sure) the dumping of Singapore to Bali might be picked up by Jetstar Asia part of the QANTAS low cost group. It's only a short flight so not a big deal that you're not fed and watered.
The airlines rules must go around in cycles as we always haven't had the IT fares to Bali. Garuda never had them until another player came into the market (Air Paradise... they went belly up after the 2nd bombing) they relaxed their rules to get bums on seats. Prior to that, you had to book airfare and all hotel accommodation. Now it's common place to make own accommodation arrangements.
We book Jetstar direct over the net and pay immediately by credit card and select seats, pay extra for food and drinks. 20k baggage plus 7 hand luggage. You can purchase extra weight for the return trip. They employ cabin crew from Thailand too so you get that lovely smile for free.
