I'm not quite sure what you mean, what tax? I take it you are in Turksy and going over to Rhodes for the day to renew your Turksih visa? Are you talking about where do you pay your £10 for the new visa? If so you pay when you get back into Turkey, you go to the window where you would get a visa if you were going into the country for the first time.

If you already have a valid 3 month visa for Turkey, you don't pay. You just get your passport stamped - on the way out at the ferry terminal - and the same place coming back in.

The 15 euros you talk about is the port tax which has to be paid every time you pass through the port regardless. You pay this when you arrive at the port building at the window before you pass through passport control.
