May be worth you contacting Ross, the oft mentioned solicitor, for advice.
I would have assumed the same as you, a three destination mystery "package" would have three different destinations.
You will need to find the original paperwork/ offer/ advert to make sure it doesn't state that, in which case it is safe to assume that a small company arranging three trips as part of a package could easily pick three different destinations.

If you fail to resolve it on a friendly basis and decide to go "legal" it may be better to pursue it after the holiday as they may be vindictive if it is solved acrimoniously.

The problem is that if they just take the third trip and then try legal action it may weaken their case. When they paid the £80 they should have said that they were doing so under duress and still considering further action.

But I agree - it sounds like a very dodgy way of doing business.
