It is flat till the town and the path/road is OK for a chair.
Don't remember if there were drops at a path/road intersections.

Very exposed walk so can be hot in the summer.
Note the safeway supermarket handy for stock for the ship.
The main street is uphill so not so chair friendly, also gets very busy.
A good option is a TAXI tour from the ship do the main sights(some not suitable) then get dropped of at the cable car area
Down hill from there back to the main square, then level back to the ship.

Depending on your cruise line, they may have a minibus transfer set up - we were on Destiny this year and the mini buses were ferrying people to and from the ship/town - one Euro per person or £1 (so its cheaper by Euro).
Actually I don't think this is exclusive to any particular cruise line, its the cabbies making a nice quick buck for themselves by turning up with their mini bus on cruise ship day so chances are you will be able to get a mini bus no problems.

I know you can get on the bus for a small charge but if you cannot get up the bus steps your only way is to walk it or get a taxi. Last time I was there the taxi's were wanting 30 Euro's
each way. I said you can stick that and did not go.

To answer the original question, it is relatively flat to the bottom area of town i.e. the main "square" area. We were in Gibraltar on Tuesday past, and there is a lot of building work taking place in the area walking into town, with temporary (and rough) walkways at places. It took us about 20 minutes to walk, and we are relatively fit, would not recommend this on a wheelchair.
As others have said, you will get a composite taxi at £1 each way pp. The main street is uphill all the way, and extremely congested.

Are you sure you can get a taxi at £1 each way pp. Is that what they charged you? It sounds too good to be true
Sorry, was not clear enough (almost asleep when posting last night). The taxi I refer to is a communal "mini-bus" taxi operated by the port authorities and definitely £1 each way. If you are not keen to undertake the high street challenge, the main area at the bottom (where they drop you) is perfect for just strolling and watching the world go by....plenty bars/cafes/restaurants.

Yes Legless, we were on that cruise. Based on the review it was the same cruise as ours. For what it is worth, there is much in his review which I could not agree on!
We would go Ventura again, at the right price & itinery e.g. you can get 15 nights Caribbean on it in November for £899 including return flights & transfers. If that deal is available in February, then I would be tempted. There have been a number of negative reviews on other web-site forums, such as this one, and I think they may be having difficulty filling the 3500ish beds on each cruise!
