VAT down 2.5%

Vat is reducing next week by 2.5%. I have 2 cruises booked for next year and my cruise club have told me as I am sailing out of Southampton and back into Southampton that no Vat was ever added to my Booking in the first place. My question is that right that you do not pay VAT on cruises from Southampton? And if you do pay VAT then to my way of thinking I should be getting a reduction. What do you think?
