I am giving this information based purely on location of properties, I do not known about these hotels actual facilities / access for disabled people and this info is only about Salou as I don't really know the other areas of Costa Dorada.

Parts of Salou are hilly and quite a lot of it is not. The following properties will provide access to bars / restaurants / seafront etc. without the need to encounter any hills. The pavements around Salou do have slopes in various places so this should not be a problem:-

Hotel Salou Princess
Michelangelo Apartments
Aparthotel Da Vinci Royal
Hotel Blaumar
Hotel Magnolia
CYE Salou Apartments (Different complex to the CYE Holiday centre and CYE Marina), although the CYE Holiday centre is also in a flat area the pavements are quite narrow around the complex.
Hotel Planas (No swimming pool)
Hotel Delfin Park
Hotel Olympus Palace

The following hotels are also on the flat but are going a bit more towards the back of the town which will involve crossing more roads, some of which are very busy:-

Hotel Eurosalou (Old town)
Hotel California Palace (Old town)
Apartments Las Dalies

The following is a list of hotels also in flat areas but are a fair walk to the beach and will involve walking down C/Buijas one of the main streets in Salou which can be extremely crowded in August, it can be difficult to get down even for the able bodied:-

As I say hopefully someone else can help with which hotels have the best facilities for disabled people but least this should help you decide what hotels to avoid because of their location.
