It depends on your phone too Helen. When we were there mine worked fine on the transfer to the hotel and then I lost reception at the hotel.

If it is tri-band or quad band no problems.

The network in the Dom Rep is Dominican Orange, I am on 02 and as soon as I turn my phone on when arriving in the Dom. Rep I always get a message 'Welcome to Dominican Orange' Never ever had any problems neither hubby (Orange)or son (02) all our phones worked perfectly.
