We're just back from Brugge and never saw a Duty Free shop there. There was nothing in Brussels Rail Station either, so my advice would be to shop around Ostend.
There were no facilities to buy DF on the Eurostar either.

Duty Free within the EU ended in summer 1999 following an agreement made in 1991, Eurostar never bothered because by the time they got started it was almost over.
